The County Clerk’s Office introduced the Optical Scan Voting System for the General Primary Election on March 16, 2004. County Clerk Nancy Schultz Voots says, "This new system meets the many new legislative requirements of the Help America Vote Act (HAVA), such as providing voters an opportunity to check for and correct ballot errors (over votes)".
